摘要:[目的]分析各省“健康规划纲要”中与药品采购相关的政策文本,明确政策要点,发现政策盲区,为集采政策制定提供科学的建议。[方法]借助NVivo 11质性分析软件,构建“政策工具-涉及群体”二维框架,对全国各省级行政区“健康规划纲要”中的药品采购相关政策进行分类归纳和价差对比分析。[结果]纳入25份政策文本,生成450个参考点,其中供给型、需求型、环境型政策工具的占比依次是16%、13.6%和70.4%;引入涉及群体维度后进行交叉分析,医疗机构在需求型占比最高,为58.4%。[结论]各省药品采购政策工具缺乏均衡性,其内部具体措施仍需优化,需弱化政府主体地位,平衡环境型政策工具的使用,发挥供给型政策工具的推动作用,弥补需求型供给的缺失。
Objective To analyze the policy texts related to drug procurement in the Outline of the Healthy China 2030 Plan of provinces,clarify the policy points,discover blind spots in policy,and provide scientific suggestions for the policy formulation of centralized procurement.Methods A two-dimensional framework of“policy tools-involved groups”was used to classify and generalize relevant policies of drug procurement in the Outline of the Healthy China 2030 Plan of provinces and to compare and analyze the price differences by NVivo11 qualitative analysis software.Results 25 policy texts were included and a total of 450 reference points were generated.Among them,the proportions of supply-oriented,demand-oriented and environmental policy tools were 16%,13.6%,and 70.4%.The involved groups dimension was introduced to do cross analysis.Medical institutions accounted for 58.4%,the highest proportion in the demand-oriented type.Conclusions The policy tools of drug procurement in provinces lack balance,and their internal specific measures still need to be optimized.It is necessary to weaken the dominant position of the government,balance the use of environmental policy tools,play the role of supply-oriented policy tools,and make up for the lack of demand-oriented supply.
