摘要:当代民族国家的公民教育在培养公民主体意识与独立人格的同时,致力于帮助公民养成其对于民族国家的认同和忠诚,进而在保留民族文化差异与族群归属感的基础之上,使全体公民获得广泛参与国家公共生活的知识与技能。这种公民主体意识培育与民族国家认同的双重价值目标,使得边疆民族地区公民教育的实践必须从以国家认同意识为核心的国家意识教育,以公民身份意识为核心的公民主体意识教育,以及以爱国主义为核心的多元一体的中华民族共同体意识教育三个向度加以展开。同时,在边疆民族地区公民教育的实践过程中,需要我们发挥学校公民教育的主阵地、主渠道作用,建立健全制度规范,强化公民教育的机制保障,努力营造和谐有序的公民教育外部环境,从而为边疆民族地区公民教育的有效开展构建起一套行之有效的实践路径。
Civic education in contemporary democratic nations aims to build citizens' subject awareness and develop their independent personality; it is committed to helping establish national identity and patriotism; and it helps all citizens obtain extensive knowledge and skill to participate in the nation' s public life with respect for differentiation of ethnic cultures and identities. The aim to cultivate the dual value of national subject awareness and ethnic identity demands that civic education in frontier ethnic minority regions be implemented in three dimensions simultaneously: the education of national awareness should centre around the building of awareness of national identity; the education of national subject awareness should centre around the building of national awareness; and the education of China as a pluralistic nation in unity should centre around patriotism. At the same time, schools and universities should be the main conductor of civic education; systems and norms are to be established and strengthened; and an orderly and harmonious external environment should be created, so that a set of pragmatic and effective methods will be developed in the frontier ethnic minority regions to fulfill the mission of civic education.
