摘要：结合国家政策及其在甘肃运行的实例,认为清代国家农贷是一种体系比较健全、运转比较灵活的经济制度;由于经常运行于灾害发生之后,所以又具有应对灾害扶危济困的荒政制度的性质。这种制度是政府干预经济活动的重要形式,对多灾多难的甘肃社会发挥了重要作用,但也在长期的运行中产生了自身无法解决的制度性问题。
The agricultural loan system in Qing Dynasty is a relatively sounder and more flexible operation economic system. The system is often operated after the natural disasters, so it has the nature of famine relief polices to help people in difficulty, it becomes an important form of governmental intervention in economic activities. Although the system plays an important role in the society in Gansu where there is so much suffering, it has inevitably led to institutional problems in operation during the long period time. The above-mentioned views based on national policies and operation in Gansu.
