摘要：通过文献、资料研究分析甘肃省在2011年10月京津冀“3+N”骨科创伤医用耗材带量联动采购中出现的问题,包括产品质量问题、物流问题、国内外医药产业差距加大、缺少专业评估、使用过程中问题逐渐暴露,分别对应了采购前期、采购中期及采购产品使用后,针对这些问题提出了相应的5个方向的措施,从政府、医疗机构、平台、患者等多个角度出发,包括统一高值医用耗材标准;完善物流配送平台建设、通过产业税收优惠等政策扶持医疗行业、组建专家评审团、合理引导舆论,加强宣传。
Through literature and data research,the problems that occurred in Gansu Province's"3+N"orthopaedic trauma medical consumables procurement in October 2011 were analyzed,including product quality problems,logistics problems,widening gap between domestic and foreign pharmaceutical industries,lack of professional evaluation,and gradual exposure of problems during use,which correspond to the pre-procurement,mid-procurement,and post-use of the purchased products,respectively.In response to these problems,corresponding measures are put forward in five directions,from the perspectives of the government,medical institutions,platforms,patients,etc.,including unifying the standards of high-value medical consumables;improving the construction of logistics and distribution platforms;supporting medical care through industrial tax incentives and other policies industry;set up an expert jury;rationally guide public opinion and strengthen publicity.
