摘要：通过甘肃和浙江两省的对比分析,揭示了我国西部不发达地区县域非公经济发展的现状特点。在此基础上,运用区域经济开发理论和我国社会主义市场经济理论,立足西部资源、环境与生态的特殊性和经济社会发展的低效、滞后性特征,建构了西部不发达地区县域非公经济发展的"动力生成"型战略,提出了确保战略实施的对策、建议。
The paper demonstrates the current situation and characteristics of the private sector of economy in the under-developed counties in West China by a comparison between Gansu and Zhejiang. Making use of the theories of regional economic development and socialist market economy, the paper puts forward the ＂motivation stimulating＂ strategy for the under-developed county private sector of economy in the western regions and the approaches to put it into effect, based on the specific .resources, environment and ecosystem and the inefficient, lagging-behind social and economic development.
