摘要:在我国农村教育领域存在着代课教师这一特殊群体,他们除具有弱势群体的一般特征外,还具有工资收入极低、其他经济来源不足,社会身份地位尴尬、职业提升空间狭窄,心理矛盾焦虑、易产生职业怠倦,权利长期受损、利益表达渠道不畅等特征,属典型的社会性弱势群体。解决农村代课教师问题是和谐社会的价值诉求,是调动代课教师工作积极性和创造活力的需要,是实现社会安定有序的现实要求。要全面彻底解决农村代课教师问题,各级政府应该承担主体责任,给予代课教师充分的制度伦理关怀,正视代课教师问题,让其进入决策程序并提供可靠的财政支持。
In the field of rural education in china, there is a special group of substitute teachers. In addition to the general characteristics of disadvantaged groups, they have very low wage income, insufficient economic sources, awkward social identities and positions, limited career promotion space, and psychological conflict anxiety, which lead to occupational burnout and obstruction of communication channel with their impaired rights. Solution to the problems of rural substitute teachers includes the pursuit of the value of the harmonious society and mobilization of the enthusiasm and creativity of substitute teachers as well as achievement of social stability and order. Governments at all levels should face the problems of substitute teachers, take the main responsibility, establish institutional systems, and take them into consideration in the decision-making process, and provide reliable financial support.
