摘要：陇中(甘肃中部)地区降雨稀少且季节分布不均,干旱灾害频繁发生,造成严重的人畜饮水困难,并制约着农业生产的发展.为了解决面临的干旱缺水及降水季节分配不均问题,历经陇中地区民众长期探索和政府不懈努力,实施了"121"集雨节灌工程和引洮工程两项水资源时空调配措施.当前最为关键的是将两大措施紧密结合,通过引洮工程彻底解决陇中地区民众的生活饮水问题,继续发挥"121"集雨节灌工程在山区庭院经济中的浇灌功能,最大限度发挥有限水资源的利用效益,实现源足流畅效高的目标.
Season rainfall is scarce and unevenly distributed in central Gansu province,leading to the frequent occurrence of arid disaster,thus drinking water is difficult for men and animals,and it restricts the development of agriculture.In order to solve the problems of water shortage and seasonal distribution of precipitation,after local residents’long-term exploration and unremitting efforts of the government,two measures of temporal and spatial allocation have been implemented:“121”rainwater harvesting,water-saving irrigation project and Yintao project.The most important is to combine the two measures closely,by Yintao project solve shortage of drinking water for local people in central Gansu Province,serving a function of irrigation in the courtyard economy in mountainous areas as“121”rainwater harvesting,water-saving irrigation project,maximize the effective use of limited water resources,achieve the goals of enough water supply.
