摘要：补偿机制改革是公立医院改革的重点与难点;在全民医保制度下,医保支付是公立医院成本补偿的主要来源,而供方医疗费用控制已是国际医保改革的基本趋势;推进医保支付制度改革,重建公立医院的激励与约束机制,是供方费用控制和完善公立医院补偿机制改革的核心。
The reform of the compensation mechanism is important and difficult reform of public hospitals in China. Universal health care system, Medicare payment is the main source of compensation of the cost of public hospitals, and supply-side health cost control is the basic trend of the international health care reform; Payment reform, and promote Medicare payment mechanism for reform, reconstruction of public hospitals, the incentive and restraint mechanisms, the costs of supply-side control in order to improve the core of the compensation mechanism of public hospitals.
