摘要:在高等教育发展中,根据国家实力、学校现有水平以及发展潜力,划分高校层次,有重点地率先发展一批高等院校,提升国家高等教育办学水平,拥有高校在世界领域的话语权,这是符合实际和科学的发展之道,也是高等教育相对落后国家通用的发展路径。但是,在不同阶段、不同历史条件下,一成不变地采用一种划分方法,或在同一时期出现多种划分方法,都不能适应不同时代高校发展的需要。因此,高校层次划分的变革,对高校持续健康发展,具有重要的现实意义。
In the course of the development of higher education, it is a common approach to the dividing of universities into different levels according to the national power, the school's status quo and their potential, and then to give priority to the development of some universities in order to enhance the national level to run the higher educa- tion and have a discourse right in the field of the higher education. This is a practical and scientific approach for the less developed countries in higher education. But the approach can not meet the demand of higher education without changing in different periods and under different historical conditions. Therefore, the reform of the hierar- chy of the universities is vital to the healthy and continuous development of the universities.
