摘要：为总结卫生Ⅺ项目和医改工作取得的成效及存在的主要问题,对2012年甘肃省卫生Ⅺ项目县的全部乡镇卫生院卫生人力资源进行分析。结果发现,项目县乡镇卫生院卫生技术人员数量相比2007年基线调查数据增加了209.14%,卫生人力结构得到优化,卫生服务提供能力得到提升,但也存在一些问题,如卫生人力资源总量不足、缺乏高学历高职称的卫生技术人员和高水平的管理人员。因此,各项目县在加强卫生人才引进的同时,应注重卫生人才培训、培养的长效机制建设,促进卫生人力健康快速的发展。
To summarize the effect and main problems of the health Ⅺ project and medical reform, this paper analyzed the health human resources of all township hospitals in health Ⅺ project counties of Gansu province in 2012. The study found that the number of health professionals of township hospitals increased by 209.14 % compared with 2007, health workforce structure was optimized, and health services capability was promoted. However, there are some problems of insufficient total health human resources, shortage of high-level health technical staffs and managers. Therefore, health Ⅺ project counties should strengthen the recruitment of medical staffs, and focus on the construction of long-term mechanism for the training and developing of health workforce and promotes health workforce development speedily.
