摘要：白色污染的泛滥和蔓延,危害着人类的健康和动物生命的安全,严重破坏着生态环境.治理"白色污染",消灭"白色公害"已成为全球共识.我国是塑料制品生产和消费的大国,白色污染严重.为此,提出了绿色化治理白色污染的整体构想:全面推进政府职能革命,引导、鼓励和扶持社会各方积极开展白色污染治理技术开发、研发新型可降解塑料和绿色环保的塑料替代品以及废旧塑料的循环利用技术的实践创新;执行环境管制,加快生态文明建设,走循环经济、科学发展和可持续发展的道路,彻底遏制白色污染.主要对策包括:切实提高民众环保意识,完善相关法规制度,实施相应经济政策,加强对产业部门的管理,回收循环利用废旧塑料,积极研发可降解塑料,推广和普及绿色包装.从而逐渐恢复生态环境,加快生态文明建设,让我们的祖国更加美丽,生活更加美好.
Flooding and the spread of white pollution, endangering the health of human and safety of animal life, seriously damage to the ecological environment. Governance ＂white pollution＂ and eliminate the ＂white pollution＂ has become a global consensus. China is a big country of production and consumption of plastic products, white pollution is more seriously. To this end, put forward the overall plan of green governance white pollution： Comprehensively promote the functions of government revolution, guidance, encouragement and support of all social parties to actively carry out the white pollution control technology development, research and development of new biodegradable plastics and green plastic substitutes and waste plastic recycling technology innovation in practice; implementation of environmental control, speed up the construction of ecological civilization, take the recycling economy, science and sustainable development path, completely curb white pollution. The main countermeasures include： Raising public awareness of environmental protection, improve relevant laws and regulations, the implementation of appropriate economic policies, strengthen the management of the industrial sectors, recycling waste plastics, and actively developed degradable plastic, promotion and popularization of green packaging. So as to gradually restore the ecological environment, accelerate the construction of ecological civilization, to make our homeland more beautiful, and our lives better.
