摘要：清初的西北社会荒凉破败,百废待兴。在此背景下,甘肃通渭知县顾竟成从康熙二年到十一年的任职期间,立足实情,以养民、化民、恤民为己任,进行县域治理,终使当地社会走向新生。在儒家责任伦理观和政道思维的深层影响下,理政文人坚定的政治理想和良好的政治品德,及其适宜的政治生态对县域治理的成功发挥了重大作用。顾竟成的县域治理不仅成为灾荒社会成功治理的典范,而且也对现代县域政治的发展具有启发意义。
In the early Qing Dynasty, the society in the northwest region was dilapidated with much undone in every aspect.Under this background, Gu Jingcheng, the magistrate of Tongwei county in Gansu Province, took fostering, educating and serving people as his duty, and carried out actively his county governance during his post from the second year to the eleventh year in the reign of Emperor Kangxi on the basis of actual situation. As a result, Tongwei county had gone from decline to rise. Under the deep influence of the Confucian ethics of responsibility and political thought, the political ideal, the good moral character and the appropriate political ecology played a significant role in the success of county governance. The county governance of Gu Jingcheng has become the models for the successful administration of the disaster-stricken society and had an enlightening significance in the development of modern county politics.
