摘要:目的分析宁夏回族自治区2014年卫生人力资源配置的数据,探索宁夏医疗卫生人力资源配置及其公平性,为相关部门优化宁夏卫生人力资源配置提供参考依据。方法通过查阅2015年《宁夏卫生和计划生育统计资料汇编》确立评价指标为执业医师、注册护士、药师、检验师和见习医师5个因子,并从人口和地理配量两个维度采用Lorenz曲线、Gini系数和Theil指数对宁夏医疗卫生人力资源配置数据进行测算。结果 2014年宁夏回族5项医疗卫生人力资源中,注册护士的Gini系数和Theil指数均最高;医疗卫生人力资源地理配置的Gini系数和Theil指数高于人口配置;区域间Theil指数贡献率高于区域内。结论 2014年宁夏回族自治区医疗卫生人力资源按人口配置优于地理配置,注册护士配置公平性差,地区间资源配置差距较大。政府应加大对注册护士和艰苦偏远地区及基层医疗卫生人力资源的投入力度,促进全自治区卫生事业协调发展。
Objective To analyze the data of health human resources allocation in Ningxia Hui Autonomous Region in 2014,provide the references for the relevant government department to optimize Ningxia’s health human resource allocation by exploring current situation and equity.Methods By consulting Ningxia Health and Family Planning Statistical Data Compilation in 2015,the evaluation index was established as five factors of practitioners,registered nurses,pharmacists,inspectors and probationers.Lorenz curve,Gini coefficient and Theil index were used to measure the allocation data of medical and health human resources in Ningxia from two dimensions of population and geography.Results Both Gini coefficient and Theil index of registered nurses were the highest in 5 items of health human resources in Ningxia in 2014.Gini coefficient and Theil index in geography allocation of health human resources were higher than those in population allocation.The contribution of the inter-regional differences was higher than the differences within regions.Conclusion In 2014,the population allocation of health human resources was better than the geography allocation.The registered nurse’s allocation equity was poor and there were significant gaps among regions.The government should increase registered nurse investment and focus on the health human resources of grass roots and difficult and remote areas to promote the coordinated development of health work in the region.
