摘要：受公共行政典范革命的影响，在全球经济加速实现一体化的形势下，转变政府职能，实现政企分开；分离政府社会经济管理职能和国有资产所有者职能；按照精简、统一、效能的原则，对政府机构进行改革，是按市场经济要求，提高政府工作效率的主要途径。
The global economy has been accelerated in its process of unification as a whole under the typically revolutionary influence of public administration. In view of this circumstance, the primary way to promote the efficiency of government in market - centered economy can be described as follows: transforming the role of government, and separating administration from enterprise; severing the government's role for controlling social affairs and economy from its ownership role for state property; reforming the governmental organization on the principle of simplification, unification and efficiency.
