摘要：当前,供方费用控制是国际医保改革的基本趋势与通行做法;随着我国全民医保制度的发展,医保支付已成了医院成本补偿的主要来源;以供方支付制度改革为重点,推进医保支付制度改革,重建医疗服务利益新机制,构建分级诊疗新格局,推进公立医院改革,应是发挥医保基础性作用的关键。
At present, the supply-side cost control is a basic trend and common practice in international health care reform. With the development of national health insurance system, the medical insurance payment has become the main source of hospital cost compensation. Focusing on the supply-side payment system reform, while promoting the reform of the medical insurance payment system, reestablishing new mechanism for medical service benefits, constructing new pattern of hierarchical medical system, and propelling public hospital reforming should be the key for medical insurance to play basic role.
