摘要：通过对中国马铃薯产业相关质量标准查询整理,对标准类型和内容分析进行比较,讨论了现行标准的制定、使用情况及存在问题,针对性地提出了中国马铃薯产业质量标准体系建设的发展策略。研究结果表明:我国马铃薯产业技术标准体系框架初步形成,体系内容不断完善,标准科技含量逐步提高,体系运行成效逐渐显现。但现阶段中国马铃薯产业发展相配套的各项标准体系不健全、不完善的深层次问题仍然突出。应通过标准体系建设,借鉴吸收国际先进经验、标准基础科学研究、保障措施和配套技术的健全和完善、标准宣传贯彻和应用的强化,以及检测队伍建设、生产者素质的提高、行政干预规章制度和法律法规的出台,有计划、有步骤地推动马铃薯质量控制标准的法制化进程,最终实现中国马铃薯产业的健康有序发展。
By referring to and clearing up the relevant standard of Chinese potato industry,the paper analyzed and compared the classification and the content of standard, discussed the formulation, service condition and existing problems of the current standard. Accordingly,we put forward some development strategies. The results showed that the technical standard system of Chinese potato industry had taken the initial shaping,the system and contents had improved constantly,the technical content had progressed step by step,the operation effect of the system had manifested itself gradually,but at present,the various standard systems matching the development of the China potato industry was defective and not sound in the deep level. The paper proposed that,in a planned and stepped way,the legislation procedure of the potato quality control standard and the final healthy development of Chinese potato industry should be advanced through standard quality construction,absorbing the advanced international experiences,basic scientific research for standard,improvement and perfection of the supporting measures and the matching technology,reinforcement of the implementation and application of the standard publicizing,building up the testing team,improving the workers＇ quality,introducting the laws and regulations of the administrative intervention.
