摘要：以中药材物流政策体系的构建和完善作为助推器,推进甘肃中药材现代物流体系的发展。在对甘肃中药材物流政策体系的现状进行分析基础上,提出中药材物流政策体系框架的构建模型以及完善政策体系的对策建议。甘肃省中药材物流政策体系的框架应由基本管理、发展引导和具体扶持三个政策板块构成。可以考虑从加强政策宏观调控的系统化、研究制定促进中药材加工业、种植业与物流业联动发展的支持政策、加快制定中药材物流产业政策、调整物流行业主管部门的归属与管理、制定引导鼓励技术创新的政策、制定中药材物流园区规划与建设的相关配套扶持政策、建立政策效用评价体系几个方面完善甘肃中药材物流政策体系。
Using as a booster the construction and promotion of Chinese herbal medicine logistics policy system to advance the development of traditional Chinese medicine of Gansu province. On the basis of the analyzing the present situation of traditional Chinese medicine logistics policy system, put forward the construction model of Chinese herbal medicine logistics policy system framework and advices on the promotion of the policy system. The framework of Gansu Chinese herbal medicine logistics policy system should consists of three policy sections： the basic management, development and guide, specific support. We can promote Gansu Chinese herbal medicine logistics policy system through the following aspects： strengthening of macro-control policy system;research of support policies on the linkage development of Chinese herbal medicine industry, planting industry and logistics industry; accelerating the formulation of Chinese herbal medicine logistics industry policy; adjust the ownership and management of logistics industry department; formulation policies to guide and encourage technology innovation, making relevant support policy regarding the planning and construction of the traditional Chinese medicine logistics park; the establishment of policy effectiveness evaluation system.
