摘要：高校行政化被看作是阻碍我国高校发展的"罪魁祸首"受到人们的强烈指责,"去行政化"已成为新时期高等教育改革的主旋律。但是,如果理智地思考我国的现实就不难发现,高校行政化并非一无是处,有它存在的现实基础和独特价值。现阶段,极端化地对高校"去行政化",不但不利于高校发展,反而会给高校发展造成更大困难。事实上,在我国现阶段,高校完全地"去行政化"也很难实现。因此,在高校"去行政化"的强烈呼声中,冷静地、现实地思考我国现阶段高校"去行政化"怎样"去"、"去"什么,比较符合实际。在我国,高校"去行政化"至少要具备两个前提条件,一是社会治理法制化,二是高校具有独立生存的环境和能力。

As a matter of fact, it is difficult to completely get rid of the administrationization of the university fight now. Therefore, it is reasonable to consider what to remove and how to remove. This paper argues that two preconditions must be met to remove the administration of the university： dependent capability for its existence. the laws for social management; and the environment and independent capability for its existence.
